The error I am getting is "couldn't load plugin" is for only few pdf's. Couldn't figure the problem. In the plugins section of chrome pdf, there are to types. One is browser plugin and the other is PPAPI(internal pdf viewer). I tried to disable the PPAPI, then the pdf file says to enable, when I enable the plugin again, then the pdf file opens.
